Need Analysis for Position

Usizo Technical Services (UTS) is seeking a visionary Estimation and Quantity Surveyor to drive business growth and secure future success.

In this role, the incumbent will be the driving force behind the UTS revenue pipeline, overseeing the entire business sourcing lifecycle, from identifying high-value tenders to the precision of final bid submissions. UTS requires a results-oriented strategist who can masterfully navigate project pricing negotiations and methodical planning to guarantee financial viability and long-term cash-flow sustainability.

Estimation and Quantity Surveyor Competency Assessment

Minimum Requirements

  1. Bachelor's degree in Quantity Surveying or Construction Management.
  2. At least 5 years' relevant experience within the construction sector.
  3. Proven track record in Quantity Surveying, estimating, and commercial project management.
  4. Proficiency in using industry software (CCS Candy) to develop Bills of Quantities (BOQ) and pricing strategies.
  5. Proven ability to manage the full bid lifecycle, from sourcing tenders to final submission.
  6. Experience in the procurement and management of subcontractors and supply chain.
  7. Excellent negotiation and presentation skills to influence stakeholders and external partners.
  8. Good understanding of budgeting and profitability analysis.
  9. Ability to develop long-term growth strategies.
  10. Ability to handle confidential information with discretion.

Required Skills and Competencies

  1. Business Sourcing
    • Monitors issuing/publication of tenders for submitting UTS bids.
    • Evaluate, review and assess published tenders and make recommendations to the company.
    • Develop industry network to anticipate and prepare for new tenders.
    • Develop long-lasting client relationship to position company for future tenders.
    • Identify business improvement opportunities within the organisation.
  2. Leading the Tendering Process
    • Coordinate, prepare, review tender documents and ensure completeness in the submission for bid.
    • Develop a tendering strategy.
    • Conduct tender costing and pricing (Bills of Quantities) using an appropriate industry software or tool.
    • Submission of tender timeously.
    • Monitor tender process until an award has been made.
  3. Negotiations of Project Pricing
    • Negotiate with clients for best deals.
    • Negotiate, in collaboration with the Procurement Office, best prices from suppliers for project profitability.
  4. Project Planning
    • Develop and agree with clients on project work plan, following appropriate project planning tools (for example, Gantt Chart).
    • Develop, in collaboration with other UTS departments, a procurement plan for specific projects.
  5. Liaison with Clients
    • As the client project focal point, maintain an up-to-date project status report to the clients.
    • Maintain regular communication with clients to manage project issues and risks.
    • Develop and maintain an internal stakeholders dashboard for project status updates.
  6. Management of Monthly Project Claims
    • Facilitate project monthly claims through invoicing.
    • Maintain accurate project records and claims.
    • Develop budget forecasting as part of project costing and pricing.
